PUBLIC NOTICE OF ANNUAL ACTION PLAN MINOR & SUBSTANTIAL AMENDMENT
Notice is hereby given that the City of Providence, Department of Planning & Development, Division of Community Development proposes to amend its 2018-19 Annual Action Plan. The City is required to amend its Action Plan in order to reprogram funds from projects/activities that did not move forward, and to program extra Program Income funds when received.
Federal programs covered by this Annual Action Plan include: Community Development Block Grant (CDBG); HOME Investment Partnerships Program (HOME); Housing Opportunities for People with AIDS (HOPWA); and Emergency Solutions Grant (ESG).
On April 18, 2019, the City of Providence Department of Planning & Development, Division of Community Development will hold a Public Hearing to discuss proposed Amendments to the City’s 2018-19 Annual Action Plan.
Substantial Amendment (s)
This amendment cancels a proposed CDBG allocation to Oasis International (project to instead be funded with non-federal funds), and identifies a proposed roof replacement project at Joslin Recreation Center to be carried out in its place. This amendment increases the funding for Section 108 Loan repayments to $1,968,000, and this amendment also swaps the source of funding for the $228,894 Housing Network of RI Downpayment and Closing Cost Assistance Program from the CDBG to HOME program (to be funded with unspent 2017 HOME funds and additional program income received). This amendment also updates the “Anticipated Resources” section to reflect program income received from loan repayments during the year.
Minor Amendment (s)
Amends Section AP-20 Annual Goals: “Return Abandoned Property to Productive Reuse” to also include “creation of public facilities to benefit the low/moderate income” as a Goal Outcome Indicator.
A copy of the 2018-19 Action Plan Amendment, are available for public review weekdays between the hours of 8:30am and 4:30pm at the Division of Community Development (444 Westminster Street, Suite 3A, Providence), the City Clerk’s Office, or on the City of Providence website: www.providenceri.com/planning/community-development. A statutory, 30-day public comment period will begin on April 4, 2019 and end on May 3, 2019 at 4:30 PM.
The public is encouraged to submit written comments or questions regarding the 2018-19 Action Plan Amendment to Emily Freedman, Director of Community Development, at the Division of Community Development, 444 Westminster Street, Suite 3A, Providence, RI 02903, or via email at efreedman@providenceri.gov. The City of Providence will consider all comments received by end of day on May 3, make any revisions as appropriate, and submit the final documents to the U.S. Dept. of HUD.
